Back to School: Ensuring Every Child Has a Fair Start

As backpacks are packed and classrooms fill with the energy of a new school year, we’re reminded of the excitement and hope this season brings. But for children and youth experiencing homelessness, the start of school can look very different.

At Opening Doors, we work daily with women and children who face the uncertainty of not knowing where they’ll sleep at night. This instability can deeply affect a child’s ability to thrive in the classroom. Thankfully, important protections exist to ensure that every student—regardless of housing situation—has equal access to education.

The McKinney-Vento Act: Protecting Students Experiencing Homelessness

The McKinney-Vento Homeless Assistance Act, formally known as the Education for Homeless Children and Youths Program, is a federal law that provides vital educational rights for children experiencing homelessness.

In Iowa, this law is implemented to make sure that students have the same opportunities as their peers. The McKinney-Vento Act guarantees:

  1. Immediate enrollment in school, even if records like birth certificates or proof of residency are missing.
  2. The right to remain in their school of origin, helping maintain stability during times of transition.
  3. Transportation assistance to ensure students can consistently attend school.
  4. Access to the same services, programs, and activities as their housed classmates.

These protections help level the playing field for children whose living situations are unpredictable or unstable.
