Our Story
For 25 years, Opening Doors has been a beacon of hope for women and children experiencing homelessness in Dubuque and the Tri-State area. What began in 1999 as a grassroots response to one woman’s desperate need for shelter has grown into a powerful network of life-changing programs across three locations.
That first moment—when Deacon Tim LoBianco opened the rectory door at St. Patrick’s Church to a woman sleeping in Jackson Park with her dog—sparked a movement. There was shelter available for the dog, but not for the woman. From that moment of compassion, Opening Doors was born.
Since then, Maria House and Teresa Shelter have offered safety and stability to over 5,000 women and their children, guiding them from crisis to independence. But as we celebrate this milestone, we also face a critical truth: our current facilities can no longer meet the growing demand.
Picture this—30 women and children sharing just two bathrooms, showers and laundry machines running nonstop, frequently breaking down under the pressure, with no space to expand. The need is urgent, and the time for transformation is now.
As we look to the future, we are launching a major campaign to expand our capacity, restore dignity, and create lasting solutions for those we serve. Join us as we open the next door—together.

Why Now?
As the demand for our services continues to increase exponentially, it is clear — we must take action to expand and enhance our facility, programs and services, ensuring that unhoused women and their children have a place to rebuild and become permanently independent.
Opening Doors envisions a future where home is not only a physical place but a haven for safety, shelter, and support. The Opening Doors Under One Roof Campaign aims to consolidate and enhance services by bringing Teresa Shelter, Maria House, and the administrative office together at the former Dubuque Bank and Trust (DB&T) on Central.
This is a rare and time-sensitive opportunity to triple our available space from 14,600 to 49,000 square feet. The renovation of this building will enable us to implement a trauma-informed design and significantly expand our ability to serve the growing number of women and children in need. The Francis Apartments will continue at the current location on Jackson Street.
The constrained environment not only impedes our mission but also exposes both residents and staff to significant stress, compromising the healing process. This expansion will address these shortcomings, providing ample room for individuals to thrive, ensuring our mission isn’t compromised by cramped quarters and stress.
Delaying consolidation means increased costs, longer lead times, and decreased accessiblity to vital programs and services.
A total of 586 women and their children are in need were turned away due to capacity in the last three years, with a 112.5% increase between 2022-2023.
